HR Officer – Emiratization
HR Officer jobs for UAE Nationals and Emiratization program roles in the UAE are now available for dedicated HR professionals. We are seeking an HR Officer (UAEN) to support the effective operation and development of the Emiratization/NAFIS program, promoting the recruitment and retention of UAE Nationals across the organization. The ideal candidate has a Bachelor’s degree in Human Resources Management with 2–3 years of experience in an HR coordinator role, familiarity with Emiratization-related government portals including GPSSA and NAFIS, and fluency in both written and spoken English and Arabic.
Role Overview
This role supports the UAE’s Emiratisation objectives, and applications from candidates aligned with national workforce development initiatives are strongly encouraged.
The HR Officer (UAEN) is responsible for supporting the effective operation and development of the Emiratization/NAFIS program, promoting the recruitment and retention of UAE Nationals at the organization and its entities. Under the supervision of the Senior HR Manager, the HR Officer acts as the key contact between the organization and its entities’ HR teams to support group-wide NAFIS initiatives.
Additionally, you will assist with various HR operational functions including onboarding, offboarding, leaves management, employee filing system, employment letters, etc. Efficiently manage day-to-day HR activities, enhance employee experience, and ensure compliance with policies and regulations. Extend support in addressing HR service requests, thereby contributing to the seamless delivery of HR services.
Key Responsibilities
Program Implementation and Support

Contribute to the implementation of the Emiratization strategy in alignment with organizational and government goals and objectives.

Coordinate with entities for the execution of NAFIS-related documents including framework secondment agreements, secondment requests, secondment agreements, intra-group employee transfer agreements, and new hire employment agreements.

Maintain accurate documentation of all agreements and records related to secondments and transfers.

Coordinate with the General Pension and Social Security Authority (GPSSA) and other UAE Government departments, including drafting Arabic letters for official correspondence and ensuring adherence to pension-related mandates and obligations.

Liaise with the Finance department to share information on UAE National employees for payroll and benefits accrual.

Actively collaborate and support the Emiratization team to ensure that all tasks and administrative duties related to NAFIS registration including reporting are completed according to established goals, timelines, and standards.

Liaise with the NAFIS team and ensure accurate communication to provide support to relevant entities and employees related to documentation and procedures.

Coordinate with the PRO to provide the necessary information and required documents for completing Free Zone-related employment contracts and any other documents when required.

Provide salary certificates to employees if required by NAFIS.

Maintain and update all types of leave records monthly.
Administrative and Analytical Support

Assist UAE National employees to register with GPSSA and NAFIS platforms.

Act as a custodian of NAFIS-related online credentials and update the UAE National and Company information as and when required.

Develop and maintain accurate records of UAE National Development Programs activities, analyze data, and provide reports to the Emiratization Manager and Senior Manager HR as required.

Stay updated with internal and external market trends and network with other HR professionals to ensure that the Emiratization program embraces current best practices.

Stay updated with UAE Nationals hiring and pension trends and best practices.

Disseminate updates and crucial information related to NAFIS, GPSSA, and any other related information to entity HR team members with clarity and transparency, ensuring effective communication channels are established.

Efficiently handle onboarding and offboarding procedures and documentation related to NAFIS, including updating NAFIS and GPSSA for exit formalities and coordinating with the Finance department to provide updates on employee exits.
Compliance and Legal Requirements

Remain well-informed about the latest UAE and Government NAFIS-related updates to uphold the compliance of HR services.

Provide support in the preparation of audits and compliance reviews about the overall NAFIS-related program.

Enforce strict adherence to company policies and legal stipulations across all aspects of the Emiratization plan, maintaining the highest standards of ethical and regulatory compliance.
Miscellaneous

Perform other duties as assigned by the Senior Manager HR for HR Operational matters and by the Senior Director Talent Management, OD & Emiratisation for Emiratization/NAFIS related matters.
Qualifications
Education
-
Bachelor’s degree in the field of Human Resources Management.

HR professional certification from a recognized body is good to have.
Experience
-
2–3 years of experience in an HR coordinator role.

Familiarity with Emiratization-related government portals: e.g., GPSSA, NAFIS, etc.
