Job Overview

We are seeking an experienced Estimation and Tendering Manager to lead the organization’s tendering, cost estimation, and budgeting activities. The successful candidate will manage the estimation function, develop accurate project cost assessments, oversee tender submissions, and ensure competitive and commercially viable proposals. This role requires strong expertise in quantity surveying, construction cost management, stakeholder coordination, and strategic tender planning to support business growth and successful project execution.


Key Responsibilities

  • Lead and manage the complete tendering and estimation process from initial review through final submission.
  • Prepare accurate and competitive cost estimates covering materials, labor, equipment, subcontractors, and project resources.
  • Review tender documents, drawings, specifications, and contractual requirements to determine project scope and commercial requirements.
  • Ensure all tender submissions are complete, accurate, compliant, and submitted within required deadlines.
  • Manage and guide estimation engineers and tendering team members to ensure efficient workflow and high-quality deliverables.
  • Develop cost strategies, pricing models, and commercial approaches to improve tender competitiveness.
  • Conduct risk assessments for tender opportunities and develop mitigation strategies to minimize commercial and project risks.
  • Perform market research to evaluate current pricing trends, supplier rates, subcontractor capabilities, and competitor activities.
  • Establish and maintain relationships with suppliers, subcontractors, consultants, and other key stakeholders to obtain competitive pricing.
  • Coordinate with project management, engineering, procurement, and finance teams to gather technical and commercial information for tender preparation.
  • Analyze project requirements and assess alignment with company capabilities, resources, and operational capacity.
  • Maintain comprehensive records of tender submissions, cost databases, estimation activities, and project pricing information.
  • Prepare regular reports and updates on tender performance, opportunities, risks, and commercial outcomes for senior management.
  • Review and improve estimation procedures, templates, and workflows to enhance accuracy, efficiency, and profitability.
  • Ensure compliance with company policies, contractual requirements, and applicable industry standards.

Required Skills & Competencies

  • Strong knowledge of construction estimation, tender preparation, quantity surveying, and cost management principles.
  • Expertise in resource planning, rate analysis, cost calculations, and project budgeting.
  • Good understanding of construction contracts, commercial terms, and procurement processes.
  • Experience preparing estimates for landscaping, infrastructure, water solutions, or related construction projects is preferred.
  • Proficiency in estimation software such as CCS Candy is highly desirable.
  • Strong working knowledge of Microsoft Office applications, including Excel, Word, and PowerPoint.
  • Experience using AutoCAD, quantity surveying software, and online research tools.
  • Knowledge of local market rates, material costs, labor productivity, and subcontractor pricing.
  • Familiarity with ERP systems, preferably SAP, is an advantage.
  • Strong leadership, negotiation, and stakeholder management skills.
  • Excellent analytical skills with strong attention to detail and commercial awareness.
  • Ability to manage multiple tenders simultaneously while meeting strict deadlines.

Qualifications & Experience

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 8 years of overall professional experience in estimation, tendering, or commercial roles.
  • At least 5 years of experience in a supervisory or managerial position.
  • Previous GCC experience is considered an advantage.
  • Experience working on large-scale construction, landscaping, infrastructure, or engineering projects is preferred.
  • Professional certification in quantity surveying or cost management is an added advantage.
