HR Assistant (GRO & HR Ops Support) – Saudi Government Portals Experience

A growing company is seeking an organized and motivated HR Assistant with basic exposure to Governmental Relations Operations (GRO) and HR tasks. In this role, you’ll help process government portal transactions, support daily HR activities, and ensure alignment with local labor regulations. Key Duties 

Government Relations Support (GRO)

  • Use government platforms (QIWA, MUQEEM, ABSHER, MOL, GOSI, etc.) to process required transactions.

  • Manage visa-related steps: issuance, renewal, transfer, and cancellation through official systems.

  • Oversee Iqama (residency permit) renewals, issuance, and changes for expatriate staff.

  • Handle work permit applications and renewals following Ministry of Labor rules.

  • Track Saudization (Nitaqat) compliance and help maintain required national hiring ratios.

  • Communicate with government bodies such as the Ministry of Human Resources, GOSI, immigration, and municipal offices.

  • Stay updated on labor law changes, visa rules, and updates to government portals.

  • Submit required reports and official documents before deadlines.

  • Follow up on open government requests and quickly resolve any rejections or issues.

 HR Operations Support

  • Support the full employee lifecycle: onboarding, transfers, promotions, and offboarding.

  • Keep employee records current and organized in the HRMS/ERP system.

  • Draft employment contracts, offer letters, experience certificates, and other HR documents.

  • Assist with benefits administration (medical insurance enrollment, leave tracking, entitlements).

  • Help prepare payroll by submitting accurate data on attendance, leaves, additions, and deductions.

  • Support recruiting activities: posting jobs, scheduling interviews, and processing offers.

  • Answer employee questions about HR policies, benefits, and government-related matters.

  • Follow company HR policies and local labor regulations.

  • Assist with performance reviews, training coordination, and employee engagement efforts.

  • Prepare regular HR reports and summaries for management.

  • Keep all HR and employee information strictly confidential.


Education

  • Diploma or Bachelor’s in HR, Business Administration, or a similar field.

  • Open to fresh graduates or candidates with up to 2 years of experience.

Experience

  • 1–2 years in an HR or administrative role (GRO experience helpful but not required).

  • Basic familiarity with Saudi government portals like QIWA, MUQEEM, ABSHER, or GOSI preferred.

  • General understanding of Saudi Labor Law and expatriate processes is a plus.

  • Any experience with HRMS/HR software is an advantage.


Skills Needed 

Technical

  • Using Saudi government portals (QIWA, MUQEEM, GOSI, Absher)

  • HRMS/ERP systems (e.g., SAP HR, Oracle HCM)

  • MS Office (Word, Excel, PowerPoint, Outlook)

  • Understanding Saudi Labor Law & Nitaqat

  • Basic HR reporting and data analysis

Soft Skills

  • Strong organization and time management

  • Attention to detail and accuracy

  • Good communication in Arabic & English

  • Ability to handle sensitive information responsibly

  • Problem-solving and proactive follow-up

  • Teamwork and working well under pressure


Language Needs

  • Arabic: Native or fluent (required for government portal work and official communication)

  • English: Proficient (for internal HR documents and multicultural team settings)
