HSE Officer – Health, Safety & Environmental Compliance
HSE Officer jobs in construction and health safety environmental roles in the Middle East are now available for experienced safety professionals. We are seeking an HSE Officer to perform execution of safety practices and procedures, including implementation of Project HSE plans, accomplishing task analysis, evaluation of hazardous and risk conditions, recommendation of control measures, and investigation of accidents and incidents. The ideal candidate has a minimum of 5 years of working experience with 3 years in a relevant HSE role, comprehensive understanding of health, safety, and environmental regulations, proficiency in conducting risk assessments and hazard analyses, and knowledge of SAP ERP systems.
Job Summary
The HSE Officer assists in performing execution of safety practices and procedures which includes implementation of Project HSE plan, accomplishing task analysis, evaluation of hazardous and risk conditions, recommendation of control measures, and investigation of accidents/incidents, implementation of training programs, and safeguarding execution of work to ensure a safe working environment.
Job Responsibilities
HSE Monitoring & Compliance

Monitor the execution of HSE activities on a project to ensure HSE requirements are met as per the project HSE plan and HSEMS requirement.

Continually monitor site activity with regards to HSE.

Assist in developing and implementing field location emergency response procedures and evacuation plans to ensure safe evacuation procedures.
Training & Awareness

Provide trainings to workers on HSE related subjects in incident prevention, first aid, and other activities and safety awareness programs to increase awareness of HSE practices and procedures.

Orient employees with accident reporting procedures and how to act in case of emergencies on a monthly basis.

Conduct daily tool box talk (TBT) to notify safety precautionary measures prior to deployment of work at site.

Ensure that 100% of employees had passed site induction training before commencing work.

Ensure visitor, supplier, and project personnel induction program is effective and implemented and daily logs are maintained.
Hazard Identification & Risk Assessment

Ensure that existing hazards, unsafe work conditions, and/or practices are identified on a daily basis and observation reports are raised and corrective measures are recorded.

Ensure that written risk assessment has been developed for each task prior to the start of work.

Ensure that risk assessment findings and recommendations had been communicated to all concerned personnel on a daily basis.
Reporting & Documentation

Provide data on daily, weekly, and monthly reports to monitor and track HSE performance.

Ensure to address and report violations on a daily basis and make necessary recommendations.
Equipment & Safety Inspections

Ensure all project certified mobile plant and gears, HSE equipment such as harnesses, etc. are inspected on a daily basis and logs updated on a monthly basis.

Ensure that fire extinguishers are inspected on a monthly basis and logs are maintained.

Ensure all equipment, ladders, hand tools, machineries, etc. at site are inspected on a daily basis by the authorized person and logs are maintained.
HSE Support

Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and IMS policies.
Job Knowledge & Skills
-
Comprehensive understanding of health, safety, and environmental regulations and standards relevant to the industry, ensuring compliance with local, state, and federal laws.

Proficiency in conducting risk assessments and hazard analyses to identify potential health, safety, and environmental risks in the workplace and develop effective mitigation strategies.

Ability to investigate accidents, incidents, and near-misses to determine root causes, analyze contributing factors, and recommend corrective actions to prevent recurrence and improve safety performance.

Skill in developing and delivering HSE training programs and initiatives to employees, contractors, and other stakeholders, promoting awareness and fostering a culture of safety and environmental stewardship.

Effective communication skills to liaise with management, employees, regulatory agencies, and external stakeholders, conveying HSE policies, procedures, and initiatives clearly and persuasively.

ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.
Job Experience

Minimum 5 years of working experience.

3 years of relevant working experience.

2 years GCC experience is a plus.
