Senior Safety Officer
Job Summary
We are seeking an experienced Senior Safety Officer to support and monitor health, safety, and environmental standards across assigned facilities, projects, and operational sites. The role is responsible for identifying workplace risks, conducting audits and inspections, reviewing contractor safety documentation, investigating incidents, and supporting the implementation of effective corrective and preventive measures.
The Senior Safety Officer will work closely with management, facility teams, contractors, supervisors, and employees to promote a strong safety culture and ensure compliance with applicable legislation, company policies, contractual requirements, and recognized occupational health and safety standards.
The position also involves coordinating safety training, toolbox talks, emergency drills, inspections, audits, and safety awareness programs across assigned locations.
Key Responsibilities
- Review existing Health, Safety and Environmental (HSE/EHS) policies, procedures, arrangements, and site practices and recommend improvements where required.
- Conduct workplace and task-specific risk assessments and identify appropriate control measures for identified hazards.
- Ensure risk-control measures are communicated effectively to relevant managers, supervisors, contractors, and employees.
- Monitor the implementation and effectiveness of risk controls and recommend additional measures where necessary.
- Review contractor safety performance and monitor compliance with company HSE requirements and applicable codes of conduct.
- Review and approve Risk Assessments and Method Statements (RAMS) before work activities commence, where authorized.
- Conduct regular inspections of contractor activities, work areas, equipment, and working practices.
- Identify unsafe acts, unsafe conditions, non-conformities, and safety violations and ensure they are reported and addressed promptly.
- Record and investigate accidents, incidents, near misses, injuries, and other safety events.
- Support incident investigations through evidence gathering, interviews, analysis, and identification of underlying and root causes.
- Recommend corrective and preventive actions to prevent recurrence and monitor their timely implementation.
- Maintain accurate records of accidents, incidents, near misses, injuries, inspections, audits, and corrective actions.
- Analyze safety statistics and trends and prepare safety alerts and management reports where appropriate.
- Plan and coordinate scheduled site HSE audits and inspections in accordance with the approved audit program.
- Conduct safety audits in coordination with facilities supervisors, local management, and relevant stakeholders.
- Follow up on audit findings and ensure corrective actions are assigned, tracked, and closed within agreed timelines.
- Attend monthly site EHS meetings with business-unit representatives and key stakeholders.
- Prepare or maintain meeting records, action trackers, and follow-up reports arising from safety meetings.
- Participate in safety meetings, inspections, and consultations with government authorities, regulatory agencies, clients, and other external stakeholders when required.
- Provide professional HSE advice and support to business units, supervisors, and management on safety-related matters.
- Develop and deliver safety awareness sessions, toolbox talks, and site-specific HSE briefings.
- Identify site-specific training needs and coordinate appropriate HSE training for employees and contractors.
- Plan and conduct fire drills and emergency preparedness exercises in accordance with established requirements.
- Coordinate fire-safety awareness and basic first-aid awareness/training programs where qualified and authorized.
- Monitor emergency response arrangements and identify opportunities for improvement.
- Promote employee participation in hazard reporting, near-miss reporting, safety observations, and other proactive safety initiatives.
- Monitor contractor compliance with approved safety procedures, permits, RAMS, and site requirements.
- Ensure HSE documentation and records are properly maintained and available for review.
- Keep informed of applicable safety legislation, regulatory requirements, industry practices, and relevant standards.
- Support the implementation of company HSE initiatives and Integrated Management System (IMS) requirements.
Contractor & Site Safety Management
- Review contractor HSE documentation before mobilization and commencement of relevant work activities.
- Monitor contractor compliance with approved risk assessments, method statements, permits, PPE requirements, and site safety procedures.
- Conduct contractor inspections and safety-performance reviews.
- Stop or escalate unsafe work in accordance with company authority and established procedures.
- Coordinate with facilities supervisors and contractor representatives to address safety deficiencies.
- Monitor corrective actions resulting from inspections, audits, incidents, and observations.
- Maintain appropriate records of contractor HSE performance and compliance.
Audits, Inspections & Compliance
- Develop and maintain an effective schedule of site safety inspections and audits.
- Conduct planned and unplanned HSE inspections based on operational risks and business requirements.
- Document findings clearly and provide practical recommendations for corrective action.
- Follow up with responsible departments and contractors to ensure identified issues are resolved.
- Assist with internal and external audits and regulatory inspections.
- Maintain audit and inspection records and support management reporting.
- Identify recurring issues and recommend improvements to prevent repeated non-conformities.
Training & Safety Awareness
- Identify HSE competency and training requirements based on site activities and identified risks.
- Coordinate and deliver safety inductions, toolbox talks, awareness sessions, and relevant training within the scope of qualification.
- Develop or support preparation of training materials and safety communications.
- Promote safe working practices and encourage employees to actively participate in safety initiatives.
- Support emergency drills, fire-safety exercises, and other preparedness activities.
- Evaluate training effectiveness and maintain appropriate attendance and training records.
Job Knowledge & Skills
Required Knowledge
- Strong knowledge of occupational health and safety principles and practices.
- Good understanding of hazard identification, risk assessment, and risk-control methodologies.
- Knowledge of incident investigation and root-cause analysis.
- Understanding of contractor HSE management and compliance monitoring.
- Knowledge of RAMS, permit-to-work systems, toolbox talks, safety inspections, and audit processes.
- Familiarity with ISO 45001 and occupational health and safety management systems.
- Understanding of emergency preparedness, fire safety, and workplace safety procedures.
- Knowledge of applicable local HSE legislation and regulatory requirements.
- Familiarity with facilities management, construction, engineering, or operational-site safety requirements is an advantage.
- Good knowledge of Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Ability to prepare clear HSE reports, statistics, presentations, and safety documentation.

Certifications
- NEBOSH General Certificate or equivalent recognized HSE qualification is required.
- ISO 45001 Lead Auditor certification is preferred/required according to organizational requirements.
- Recognized trainer or instructional qualification is desirable.
- Additional HSE, fire safety, first aid, environmental, or occupational safety certifications are an advantage.
Candidate Requirements
- Graduate or diploma qualification in Occupational Health & Safety, Engineering, Environmental Management, or a related discipline.
- Minimum 3 years of relevant experience in a Safety Officer, HSE Officer, Safety Supervisor, or similar role.
- Experience in facilities management, construction, engineering, industrial, property management, or similar operational environments is preferred.
- Good working knowledge of Microsoft Office applications.
- Strong written and verbal English communication skills.
- Arabic language skills are an advantage.
- Familiarity with applicable local fire, occupational safety, and regulatory requirements is preferred.
- Valid driving license.
- Willingness to travel between assigned sites when required.
- Flexible, proactive, and collaborative approach to workplace safety.
- Demonstrated ability to lead by example and promote positive HSE behaviors.
Job Experience
- Minimum 3+ years of relevant HSE/Safety experience.
- Experience conducting workplace inspections, audits, risk assessments, and incident investigations.
- Experience monitoring contractor safety performance and reviewing RAMS.
- Experience delivering safety inductions, toolbox talks, and awareness programs.
- Experience coordinating emergency drills and fire-safety activities is an advantage.
- Experience working within an ISO 45001-based management system is highly desirable.
Preferred Candidate Profile
The ideal candidate will be a proactive and practical Senior Safety Officer with strong knowledge of occupational health and safety management, contractor control, risk assessment, audits, incident investigation, and employee safety training.
The candidate should be confident working across multiple sites and with different levels of management, contractors, supervisors, and employees. Strong communication, sound judgment, attention to detail, and the ability to identify and address safety risks proactively are essential for success in this role.
