QHSE Officer

Job Overview

We are seeking a proactive and detail-oriented QHSE Officer to support the implementation and continuous improvement of the organization’s Quality, Health, Safety, and Environment (QHSE) management systems. The successful candidate will ensure compliance with applicable regulations, industry standards, and company policies while promoting a strong culture of quality, workplace safety, environmental responsibility, and operational excellence across all business functions.


Key Responsibilities

  • Develop, implement, and maintain Quality, Health, Safety, and Environmental (QHSE) management systems in line with organizational objectives and regulatory requirements.
  • Monitor compliance with local legislation, international standards, and company QHSE policies.
  • Conduct workplace inspections, safety audits, risk assessments, and environmental evaluations to identify hazards and improvement opportunities.
  • Investigate workplace incidents, accidents, near misses, and non-conformities, identifying root causes and implementing corrective and preventive actions (CAPA).
  • Monitor operational activities to ensure compliance with quality standards, safety procedures, and environmental regulations.
  • Prepare, maintain, and update QHSE documentation, including policies, procedures, manuals, inspection reports, risk registers, and compliance records.
  • Deliver QHSE induction programs, toolbox talks, safety awareness campaigns, and employee training sessions.
  • Support internal and external audits, certification processes, and regulatory inspections by preparing documentation and coordinating audit activities.
  • Work closely with project teams, department managers, contractors, and clients to promote QHSE best practices throughout all operations.
  • Monitor Key Performance Indicators (KPIs) and prepare regular QHSE performance reports for management review.
  • Ensure corrective actions identified during audits or inspections are implemented and verified within agreed timelines.
  • Promote a proactive safety culture by encouraging hazard reporting, employee engagement, and continuous improvement initiatives.
  • Participate in emergency preparedness planning, drills, and business continuity activities.
  • Support environmental sustainability initiatives, including waste management, pollution prevention, and resource conservation programs.
  • Assist in implementing Integrated Management Systems (IMS) and maintaining certifications such as ISO 9001, ISO 14001, and ISO 45001.

Required Skills & Competencies

  • Strong understanding of Quality, Health, Safety, and Environmental management systems and best practices.
  • Knowledge of ISO standards, particularly ISO 9001 (Quality Management), ISO 14001 (Environmental Management), and ISO 45001 (Occupational Health & Safety).
  • Experience conducting risk assessments, workplace inspections, audits, and incident investigations.
  • Excellent knowledge of safety regulations, environmental compliance, and occupational health requirements.
  • Strong analytical and problem-solving skills with the ability to identify risks and implement effective corrective actions.
  • Excellent communication and presentation skills with the ability to deliver training and engage employees at all organizational levels.
  • Strong organizational skills with exceptional attention to detail and documentation accuracy.
  • Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
  • Experience using ERP systems, preferably SAP, is considered an advantage.
  • Ability to work independently while collaborating effectively with multidisciplinary teams.

Qualifications & Experience

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, Quality Management, or a related discipline.
  • Minimum 5 years of overall professional experience.
  • At least 3 years of relevant experience in QHSE, HSE, Quality Assurance, or Integrated Management Systems.
  • Previous GCC experience is considered an advantage.
  • Professional certifications such as NEBOSH, IOSH, ISO 45001 Lead Auditor, ISO 9001 Lead Auditor, or equivalent certifications are highly desirable.
