Job Overview

We are looking for a dedicated HSE Officer to support the implementation and enforcement of Health, Safety, and Environmental (HSE) programs across project sites. The successful candidate will help maintain a safe working environment by conducting inspections, monitoring compliance, delivering safety training, performing risk assessments, and ensuring adherence to company policies and regulatory requirements. This role is essential in promoting a proactive safety culture and minimizing workplace risks.


Key Responsibilities

  • Monitor daily site activities to ensure compliance with the project HSE Plan, company HSE Management System (HSEMS), and applicable regulatory requirements.
  • Conduct routine workplace inspections to identify unsafe conditions, hazardous activities, and environmental risks.
  • Assist in developing, implementing, and maintaining emergency response procedures, evacuation plans, and site emergency preparedness programs.
  • Perform risk assessments and Job Safety Analyses (JSA) before work activities commence, ensuring appropriate control measures are implemented.
  • Deliver HSE induction programs, toolbox talks (TBT), safety briefings, and awareness campaigns for employees, contractors, visitors, and suppliers.
  • Ensure all personnel complete mandatory site safety induction before starting work.
  • Investigate workplace accidents, incidents, near misses, and unsafe acts, identifying root causes and recommending corrective and preventive actions.
  • Record, monitor, and follow up on safety observations, non-conformities, and corrective action plans.
  • Prepare and submit daily, weekly, and monthly HSE reports, safety statistics, and performance metrics.
  • Monitor compliance with permit-to-work systems, safe work procedures, and site-specific safety requirements.
  • Inspect personal protective equipment (PPE), fall protection equipment, fire extinguishers, lifting gear, mobile equipment, ladders, tools, and machinery to ensure safe operation and regulatory compliance.
  • Maintain accurate inspection logs, training records, incident reports, and HSE documentation.
  • Support contractors and project teams in implementing safe work practices and environmental protection measures.
  • Promote a positive safety culture through continuous employee engagement, coaching, and safety awareness initiatives.
  • Participate in internal audits, client inspections, regulatory visits, and HSE compliance reviews.
  • Support Integrated Management System (IMS) objectives and contribute to continuous improvement initiatives.

Required Skills & Competencies

  • Strong knowledge of occupational health, safety, and environmental regulations and industry best practices.
  • Experience conducting workplace inspections, hazard identification, risk assessments, and incident investigations.
  • Good understanding of HSE Management Systems (HSEMS), permit-to-work systems, and emergency response procedures.
  • Ability to develop and deliver effective HSE training, toolbox talks, and safety awareness programs.
  • Strong analytical and problem-solving skills with the ability to recommend practical risk control measures.
  • Excellent communication and interpersonal skills for working with employees, contractors, clients, and regulatory authorities.
  • Strong organizational skills with attention to detail and accurate record-keeping.
  • Proficiency in Microsoft Office applications, including Excel, Word, and PowerPoint.
  • Experience using ERP systems, preferably SAP, is considered an advantage.
  • Ability to work independently in dynamic construction or industrial environments while maintaining high safety standards.

Qualifications & Experience

  • Bachelor’s degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
  • Minimum 5 years of overall professional experience.
  • At least 3 years of relevant HSE experience, preferably in construction, infrastructure, or industrial projects.
  • Previous GCC experience is considered an advantage.
  • Professional certifications such as NEBOSH IGC, IOSH Managing Safely, OSHA, or equivalent HSE certifications are highly desirable.
