Senior HSE Officer – Construction Projects

Job Summary

We are looking for an experienced Senior HSE Officer to support the implementation and continuous improvement of health, safety, and environmental practices across construction project activities.

The role will be responsible for monitoring workplace conditions, identifying hazards, conducting risk assessments, supporting incident investigations, delivering HSE awareness programs, and ensuring that project activities comply with applicable safety, environmental, legal, contractual, and company requirements.

The successful candidate will work closely with the Project HSE Manager, HSE Engineer, project management, supervisors, subcontractors, and site personnel to promote a proactive safety culture and maintain safe working conditions throughout the project.

Key Responsibilities

  • Implement HSE policies, procedures, plans, and programs across project and site operations.
  • Support the execution of project-specific Health, Safety and Environmental (HSE) plans, including relevant project health and environmental management requirements.
  • Conduct workplace inspections, safety audits, and site observations to identify unsafe conditions, hazardous activities, and areas requiring corrective action.
  • Perform and review risk assessments, Job Safety Analyses (JSA), Task Risk Assessments (TRA), and other hazard identification activities.
  • Evaluate workplace hazards and recommend appropriate engineering, administrative, and operational control measures.
  • Monitor site activities to verify compliance with approved safety procedures, method statements, risk assessments, permits, and applicable requirements.
  • Lead or support investigations of accidents, incidents, near misses, and unsafe occurrences, including root-cause analysis and corrective-action follow-up.
  • Track corrective and preventive actions and verify their effective implementation within agreed timelines.
  • Develop and deliver HSE inductions, toolbox talks, awareness sessions, and other safety training programs for employees, contractors, and site personnel.
  • Promote employee awareness of safe working practices, environmental responsibilities, emergency procedures, and workplace hazards.
  • Monitor HSE performance indicators, analyze trends, and provide recommendations to improve overall safety performance.
  • Prepare regular HSE reports, inspection records, audit findings, presentations, incident documentation, and other required project records.
  • Coordinate with clients, regulatory authorities, consultants, contractors, and other stakeholders on HSE-related matters.
  • Ensure project activities comply with applicable legislation, contractual requirements, industry standards, company procedures, and approved HSE plans.
  • Provide professional HSE advice and guidance to project management, department heads, supervisors, and operational teams.
  • Support emergency preparedness activities, drills, and response procedures as required.
  • Promote the implementation of lessons learned, industry best practices, and continuous improvement initiatives across project operations.
  • Support HSE initiatives, safety campaigns, incident reporting, and corrective-action programs in accordance with company and Integrated Management System (IMS) requirements.

Additional Responsibilities

  • Assist the Project HSE Manager and HSE Engineer with the implementation and monitoring of project HSE objectives.
  • Participate in internal and external HSE audits and assist with closing audit findings.
  • Monitor the effectiveness of site safety controls and recommend improvements where required.
  • Review safety documentation, including method statements, risk assessments, emergency plans, and related HSE submissions.
  • Maintain accurate records of inspections, training activities, incidents, observations, corrective actions, and HSE performance.
  • Assist in contractor and subcontractor HSE evaluations and monitor their compliance with project requirements.
  • Participate in project meetings and provide updates on significant HSE issues, trends, and improvement opportunities.
  • Perform other HSE-related duties assigned by project or senior management.

Job Knowledge & Skills

  • Strong knowledge of occupational health, safety, and environmental management principles applicable to construction and project environments.
  • Good understanding of HSE legislation, industry standards, safe work practices, and regulatory requirements.
  • Practical experience in hazard identification, risk assessment, JSA/TRA, and implementation of risk-control measures.
  • Strong knowledge of accident and incident investigation techniques, including root-cause analysis and corrective-action management.
  • Ability to conduct effective workplace inspections, safety audits, and compliance assessments.
  • Strong communication and leadership skills with the ability to influence safe behavior across diverse project teams.
  • Ability to develop and deliver effective safety inductions, toolbox talks, training sessions, and awareness campaigns.
  • Good analytical skills for reviewing HSE performance data, identifying trends, and recommending improvement actions.
  • Strong report-writing, documentation, presentation, and stakeholder coordination skills.
  • Ability to work effectively with management, engineers, supervisors, workers, contractors, clients, and regulatory representatives.
  • Familiarity with HSE management systems and continuous improvement practices.
  • ERP experience, preferably SAP functional knowledge, is required for successful performance in this role.
  • Ability to work effectively in demanding construction environments and respond appropriately to urgent HSE matters.

Job Experience

  • Minimum 5 years of overall professional experience.
  • Minimum 3 years of relevant HSE experience, preferably within construction, engineering, infrastructure, or major project environments.
  • GCC experience is an advantage, preferably with at least 2 years of regional experience.
  • Experience in HSE inspections, risk assessments, incident investigations, safety training, audits, and corrective-action management is preferred.

Education & Qualifications

  • Bachelor’s degree or diploma in Occupational Health & Safety, Environmental Health & Safety, Engineering, or a related discipline.
  • Recognized HSE qualifications or certifications such as NEBOSH, IOSH, or equivalent are an advantage.
  • Additional training in incident investigation, risk assessment, emergency response, or construction safety is beneficial.
