Procurement Engineer

Job Summary

We are seeking an experienced Procurement Engineer to manage the sourcing and procurement of technical equipment, materials, and services required for industrial, manufacturing, construction, or engineering operations.

The successful candidate will work closely with engineering, project, and business teams to understand technical requirements, identify suitable suppliers, evaluate proposals, negotiate commercial and technical terms, and ensure the timely and cost-effective procurement of required products and services. The role will also contribute to strategic sourcing, supplier development, cost optimization, procurement planning, and continuous improvement initiatives.

Key Responsibilities

Procurement Strategy & Planning

  • Support the development and implementation of procurement strategies, policies, and best practices to maximize value and improve business performance.
  • Work with internal stakeholders to understand business requirements and align procurement activities with organizational objectives and long-term plans.
  • Contribute to strategic sourcing plans aimed at improving cost efficiency, supplier performance, quality, and supply continuity.
  • Analyze market conditions, supplier capabilities, industry trends, and commercial developments to provide relevant insights to business stakeholders.
  • Support the development of short- and long-term procurement objectives and category strategies.
  • Identify opportunities to leverage economies of scale, competitive sourcing, and effective purchasing practices.

Technical Sourcing & Supplier Management

  • Review engineering specifications and project requirements to identify suitable equipment, materials, and technical services.
  • Collaborate with engineering and design teams to ensure purchased items meet required technical specifications and project standards.
  • Research, identify, evaluate, and develop reliable suppliers capable of meeting technical, commercial, quality, and delivery requirements.
  • Maintain accurate and up-to-date supplier, material, and service information.
  • Evaluate supplier quotations and proposals based on technical compliance, pricing, quality, delivery capability, and overall commercial value.
  • Develop strong working relationships with strategic suppliers and external partners.
  • Monitor supplier performance and take appropriate action to address quality, delivery, cost, or service-related concerns.

Commercial Negotiation & Cost Optimization

  • Negotiate pricing, payment terms, delivery schedules, contracts, and other commercial conditions to achieve the best overall value.
  • Support cost reduction, value improvement, and procurement savings initiatives across assigned categories or business areas.
  • Contribute to programmes focused on improving operating cash flow and optimizing procurement expenditure.
  • Use financial, market, and quantitative data to evaluate procurement performance and identify improvement opportunities.
  • Develop and apply competitive market intelligence to strengthen sourcing strategies and reduce commercial risks.
  • Support budget management and financial planning related to procurement activities.

Stakeholder & Relationship Management

  • Work closely with internal departments, project teams, engineering teams, finance, operations, and other stakeholders to ensure procurement requirements are clearly understood and delivered.
  • Communicate procurement strategies, sourcing plans, and relevant supply market developments to appropriate stakeholders.
  • Build effective relationships with suppliers, business partners, and external networks to support long-term business objectives.
  • Engage with management and senior stakeholders to resolve procurement challenges and align sourcing priorities.
  • Support a customer-focused approach by ensuring internal stakeholders receive timely and effective procurement support.

Procurement Performance & Continuous Improvement

  • Identify and monitor procurement KPIs, performance metrics, sourcing tools, and processes to improve efficiency and supplier performance.
  • Assess procurement and supply-related risks and develop appropriate mitigation plans.
  • Support continuous improvement initiatives, process simplification, and the elimination of non-value-added activities.
  • Promote operational excellence through effective strategic sourcing and procurement practices.
  • Ensure purchasing activities comply with company policies, procedures, governance requirements, and applicable industry standards.
  • Make timely and well-informed decisions by balancing data analysis, commercial considerations, technical requirements, and business priorities.

Team Development & Knowledge Sharing

  • Support the development of procurement capabilities through coaching, mentoring, and knowledge sharing.
  • Provide regular feedback and guidance to team members to strengthen professional expertise and improve performance.
  • Contribute to building a capable and motivated procurement team that can effectively support internal stakeholders and external supplier relationships.

Health, Safety & Compliance

  • Support the implementation of Health, Safety and Environment (HSE) initiatives and Integrated Management System (IMS) requirements.
  • Participate in safety awareness activities and promote compliance with applicable company procedures.
  • Report relevant incidents, risks, or concerns and support corrective and preventive actions when required.

Candidate Requirements

  • Bachelor’s degree in Engineering, Procurement, Supply Chain Management, or a related discipline.
  • Minimum 8 years of overall professional experience, including at least 5 years of relevant experience in procurement, strategic sourcing, or technical purchasing.
  • Approximately 2 years of GCC experience will be an advantage.
  • Strong understanding of engineering principles, technical specifications, materials, and equipment procurement.
  • Experience evaluating supplier proposals and assessing technical and commercial compliance.
  • Sound knowledge of procurement processes, strategic sourcing, supplier management, and purchasing procedures.
  • Strong negotiation skills with the ability to secure competitive pricing, favourable commercial terms, and reliable delivery schedules.
  • Excellent analytical and problem-solving skills with the ability to evaluate costs, risks, and sourcing alternatives.
  • Strong communication and stakeholder management skills.
  • Ability to collaborate effectively with engineering teams, suppliers, project teams, management, and other business functions.
  • Knowledge of ERP systems, preferably SAP, will be an advantage.
  • Strong organizational skills with the ability to manage multiple procurement activities and meet project deadlines.
