Job Summary

We are seeking a qualified HSE Officer to support the implementation and monitoring of health, safety, and environmental practices across project and site operations. The role is responsible for helping ensure compliance with the project HSE plan, applicable regulations, company procedures, and the organization’s Health, Safety & Environment Management System (HSEMS).

The HSE Officer will conduct site inspections, support risk assessments, deliver safety training and toolbox talks, monitor corrective actions, assist with emergency preparedness, and contribute to incident investigations. The position plays an important role in promoting a strong safety culture and maintaining a safe working environment for employees, contractors, visitors, and other site personnel.

Key Responsibilities

• Monitor site activities to verify compliance with the approved Project HSE Plan, HSEMS requirements, company procedures, and applicable safety regulations.
• Conduct regular workplace inspections to identify hazards, unsafe conditions, unsafe behaviors, and potential environmental risks.
• Record safety observations, non-conformities, and corrective actions and follow up to ensure timely closure.
• Support the preparation and implementation of emergency response procedures, evacuation plans, and other site emergency arrangements.
• Conduct or support risk assessments, job safety analyses (JSA), and task hazard assessments before work begins.
• Ensure identified risks, required controls, and safety recommendations are communicated effectively to employees and contractors.
• Deliver site induction programs for employees, contractors, visitors, suppliers, and project personnel as applicable.
• Verify that employees complete the required site HSE induction before starting work.
• Conduct regular Toolbox Talks (TBTs) and safety briefings covering relevant hazards, control measures, and safe working practices.
• Develop and deliver HSE awareness sessions covering topics such as incident prevention, emergency response, first aid, PPE, and safe work procedures.
• Monitor compliance with established safety requirements and report violations or unsafe practices to the appropriate management personnel.
• Assist with the investigation of accidents, incidents, near misses, and dangerous occurrences, including identifying root causes and recommending corrective actions.
• Support the implementation and tracking of corrective and preventive actions following inspections or incidents.
• Prepare and maintain daily, weekly, and monthly HSE reports, statistics, inspection records, and performance data.
• Monitor the inspection status of mobile equipment, lifting gear, personal protective equipment, fall-protection systems, and other HSE-related equipment.
• Ensure required inspections of ladders, hand tools, machinery, plant, and other site equipment are completed by authorized personnel and appropriately documented.
• Verify that fire extinguishers and other emergency equipment are inspected at the required intervals and that inspection records are maintained.
• Maintain accurate HSE documentation, including induction records, toolbox talk attendance, inspection logs, risk assessments, observation reports, and incident records.
• Promote safe working practices and encourage employees and contractors to report hazards and unsafe conditions.
• Support internal HSE audits, inspections, compliance reviews, and management initiatives.
• Coordinate with project teams, supervisors, contractors, and other stakeholders to address HSE concerns and improve site safety performance.
• Support company HSE initiatives, safety campaigns, incident reporting, and resolution activities in accordance with organizational and integrated management system requirements.

Additional Responsibilities

• Assist management in maintaining compliance with applicable occupational health, safety, and environmental requirements.
• Support the continuous improvement of HSE procedures, programs, and site safety practices.
• Participate in emergency drills and evaluate opportunities to improve emergency preparedness.
• Maintain confidentiality and integrity of incident and employee safety information.
• Encourage proactive hazard identification and employee participation in safety initiatives.
• Perform other HSE-related responsibilities assigned by management.

Job Knowledge & Skills

• Strong knowledge of occupational health and safety principles, environmental practices, and workplace safety requirements.
• Good understanding of HSE legislation, industry standards, company procedures, and project-specific safety requirements.
• Practical experience conducting risk assessments, hazard identification, and job safety analysis.
• Ability to identify unsafe conditions and recommend practical risk-control measures.
• Knowledge of accident, incident, and near-miss investigation techniques, including basic root-cause analysis.
• Ability to develop and deliver effective HSE inductions, toolbox talks, training sessions, and safety awareness programs.
• Strong understanding of PPE requirements, emergency procedures, fire safety, work equipment inspections, and safe working practices.
• Good documentation and reporting skills, with the ability to prepare accurate HSE reports and maintain inspection records.
• Strong communication and interpersonal skills for working with employees, contractors, supervisors, management, visitors, and other stakeholders.
• Ability to monitor multiple HSE activities, prioritize risks, and respond effectively to urgent safety concerns.
• Strong observation, analytical, and problem-solving skills.
• Ability to promote a positive safety culture and encourage compliance across project teams.
• Familiarity with digital reporting tools, HSE management systems, and ERP platforms is advantageous.
• Knowledge of SAP or similar ERP systems may be beneficial depending on the organization’s operational environment.

Job Experience

• Minimum overall experience: 5 years in HSE, occupational safety, environmental management, or a related field.
• Relevant experience: At least 3 years in a project, construction, industrial, facilities, energy, or comparable operational environment.
• Experience conducting site inspections, risk assessments, safety training, toolbox talks, and incident investigations is preferred.
• GCC experience: 2 years of GCC experience is an advantage.
• Previous experience working with contractors and multidisciplinary project teams is desirable.

Education & Professional Background

• Bachelor’s degree, diploma, or recognized qualification in Occupational Health & Safety, Environmental Management, Engineering, or a related discipline.
• Relevant HSE certifications or professional qualifications are advantageous.
• Candidates should demonstrate practical knowledge of site safety management, risk control, incident prevention, and HSE compliance.
