HR Manager

We are looking for a Saudi National HR Manager to join our team in Al Khobar. In this role, you will ensure full compliance with local labor laws and Saudization policies, while removing administrative bottlenecks so the business runs smoothly.

You will report to the Regional GSS HR Manager (based in the UAE) and work closely with regional HR advisors and global HR operations teams.

Key Responsibilities

Regulatory & Government Compliance

  • Monitor updates to Saudi labor regulations and notify the HR advisory team of changes affecting compliance or internal policies.

  • Maintain strong working relationships with government bodies including:

    • Ministry of Human Resources and Social Development (MHRSD)

    • Human Resources Development Fund (HRDF)

    • General Organization for Social Insurance (GOSI)

    • Ministry of Interior

  • Ensure timely submission of required documents and regulatory reports.

  • Track compliance tasks, support internal and external audits, and manage related data collection.

  • Work with external agency (TASC) to keep all employee records accurate and up to date on government platforms.

Saudization & Localization Support

  • Help the organization meet Nitaqat (Saudization) targets and localization goals.

  • Monitor Saudization ratios and report compliance status to HR leadership.

  • Coordinate training programs for Saudi national employees.

  • Partner with hiring managers to support recruitment and retention of Saudi talent.

HR Operations & Systems

  • Handle HR transactions through key government portals: Qiwa, GOSI, Muqeem, and HRDF.

  • Guide the local HR team on insurance matters including renewals, market studies, invoice validation, and plan changes.

  • Support salary benchmarking and market surveys in Saudi Arabia as needed.

Employee Relations & Compliance

  • Act as the primary HR contact for employee relations matters in Saudi Arabia, including grievances, performance issues, and disciplinary processes—all in line with Saudi Labor Law.

  • Ensure issues are resolved fairly, promptly, and proportionately.

  • Serve as the point of contact for data protection compliance under Saudi PDPL (Personal Data Protection Law).

Additional Duties

  • Coordinate HR and HSE activities as needed.

  • Participate in wellness programs, company events, and other HR projects.

  • Provide local advice to global HR operations and advisory teams.

About You (Qualifications & Skills)

Must-Have:

  • Saudi National (required for Saudization compliance)

  • Recognized HR qualification (Bachelor’s degree preferred)

  • Minimum 5 years of HR experience in a similar role (e.g., HR Advisor)

  • Strong knowledge of Saudi Labor Law, Saudization regulations, and employment compliance

  • Hands-on experience with government portals: Qiwa, GOSI, Muqeem, and HRDF

  • Strong organizational skills and attention to detail

  • Ability to visit local government offices when needed

  • Excellent communication and interpersonal skills

  • Fluent in English (written and spoken)

Nice to Have:

  • Experience with insurance contract negotiations

  • Familiarity with salary benchmarking and market surveys
