HSE Officer

Job Overview

We are seeking a dedicated HSE Officer to support the implementation and continuous improvement of Health, Safety, and Environmental (HSE) programs across project sites. The successful candidate will be responsible for monitoring workplace safety, ensuring compliance with company HSE Management Systems (HSEMS), local regulations, and industry standards, while promoting a proactive safety culture.

The HSE Officer will conduct site inspections, risk assessments, safety training, incident investigations, and compliance audits to minimize workplace hazards and ensure the health and safety of employees, contractors, and visitors throughout all project phases.


Key Responsibilities

Health, Safety & Environmental Compliance

  • Monitor daily site activities to ensure compliance with project HSE plans, company HSE Management System (HSEMS), and applicable legal requirements.
  • Conduct routine workplace inspections to identify unsafe conditions, unsafe acts, and environmental risks.
  • Recommend corrective and preventive actions to eliminate hazards and improve workplace safety.
  • Report HSE violations promptly and follow up to ensure timely resolution.
  • Promote compliance with company policies, industry standards, and regulatory requirements.

Risk Assessment & Hazard Management

  • Conduct risk assessments and job hazard analyses before work activities begin.
  • Ensure all work activities are supported by approved risk assessments and safe work procedures.
  • Communicate identified hazards and control measures clearly to employees, contractors, and supervisors.
  • Monitor implementation of risk mitigation measures and verify their effectiveness.
  • Maintain accurate records of hazard observations, inspections, and corrective actions.

Safety Training & Awareness

  • Deliver HSE induction programs for employees, contractors, visitors, and suppliers before site access.
  • Conduct daily Toolbox Talks (TBTs) to reinforce safe work practices and project-specific safety requirements.
  • Organize and facilitate safety awareness campaigns, emergency drills, and ongoing HSE training sessions.
  • Provide training in incident prevention, emergency response, first aid awareness, and safe work practices.
  • Promote employee engagement and participation in workplace safety initiatives.

Emergency Preparedness & Incident Management

  • Assist in developing and implementing emergency response procedures and evacuation plans.
  • Ensure employees understand emergency reporting procedures and response protocols.
  • Participate in emergency drills and evaluate emergency preparedness effectiveness.
  • Investigate workplace incidents, accidents, near misses, and unsafe events to determine root causes.
  • Prepare incident investigation reports and recommend corrective and preventive actions to prevent recurrence.

Equipment & Site Safety Inspections

  • Inspect personal protective equipment (PPE), safety harnesses, lifting gear, mobile equipment, fire extinguishers, ladders, hand tools, and machinery to ensure safe operating conditions.
  • Verify inspection records are completed accurately and maintained according to company procedures.
  • Ensure only certified equipment and authorized personnel are permitted to perform regulated work activities.
  • Monitor housekeeping standards and maintain safe working conditions throughout project sites.

Reporting & Documentation

  • Prepare daily, weekly, and monthly HSE reports to monitor safety performance and compliance.
  • Maintain accurate records of inspections, audits, incidents, training activities, and corrective actions.
  • Track key HSE performance indicators (KPIs) and recommend improvement initiatives.
  • Support management during internal and external HSE audits and regulatory inspections.

Required Skills & Qualifications

  • Strong knowledge of occupational health, safety, and environmental regulations and industry best practices.
  • Experience conducting risk assessments, hazard identification, and safety inspections.
  • Solid understanding of incident investigation techniques and root cause analysis.
  • Knowledge of emergency response planning, evacuation procedures, and crisis management.
  • Excellent communication and presentation skills with the ability to deliver effective HSE training.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Ability to prepare technical reports and maintain detailed safety documentation.
  • Proficiency in Microsoft Office applications.
  • Experience using ERP systems; SAP knowledge is preferred.
  • Professional HSE certifications such as NEBOSH, IOSH, OSHA, or equivalent are highly desirable.

Education & Experience

  • Bachelor’s Degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
  • Minimum 5 years of professional experience in Health, Safety, and Environmental management.
  • At least 3 years of relevant experience in construction, engineering, infrastructure, industrial, or similar projects.
  • Previous GCC experience is preferred.
  • Experience working within ISO-based HSE Management Systems is an advantage.
