Job Overview
We are seeking an experienced Senior Cost Control Engineer to oversee project cost planning, budgeting, forecasting, and financial performance across major construction projects in Saudi Arabia. The successful candidate will play a key role in ensuring projects are delivered within approved budgets by monitoring expenditures, analyzing cost variances, and implementing effective cost control strategies.
This position requires strong analytical skills, extensive knowledge of project cost management, and the ability to collaborate with multidisciplinary teams to improve financial performance while supporting successful project delivery.
Key Responsibilities
Cost Planning & Budget Management
- Develop, maintain, and monitor project budgets throughout the project lifecycle.
- Prepare detailed cost plans, financial forecasts, and cash flow projections.
- Monitor actual project expenditures against approved budgets and identify cost variances.
- Analyze financial data to evaluate project performance and recommend corrective actions where necessary.
- Ensure accurate cost allocation across project activities and work packages.
Cost Control & Financial Reporting
- Prepare regular cost reports, budget status updates, earned value analyses, and financial performance reports for project management and stakeholders.
- Conduct detailed variance analysis to identify trends, risks, and opportunities affecting project costs.
- Track commitments, invoices, purchase orders, subcontractor payments, and project expenses.
- Maintain accurate cost records and ensure compliance with company financial procedures.
- Support monthly project reviews by providing reliable financial data and cost forecasts.
Risk Management & Project Support
- Identify financial risks, cost overruns, and potential budget impacts while proposing mitigation strategies.
- Collaborate with project managers, planning engineers, procurement teams, and commercial departments to optimize project costs.
- Support change management by evaluating cost implications of scope changes, variations, and claims.
- Participate in value engineering initiatives to improve project efficiency and maximize profitability.
- Contribute to resource planning and cost optimization across multiple projects.
Process Improvement & Compliance
- Develop and implement effective cost control procedures, reporting systems, and financial controls.
- Ensure compliance with contractual requirements, company policies, and industry best practices.
- Utilize project controls software and ERP systems to maintain accurate financial information.
- Mentor junior cost control engineers and share technical knowledge to strengthen team capabilities.
- Support Health, Safety, and Environment (HSE) initiatives by complying with company safety standards and participating in continuous improvement programs.
Required Skills & Competencies
- Strong knowledge of project cost control, budgeting, forecasting, and financial analysis.
- Experience with construction cost estimating and project controls.
- Proficiency in CCS (Candy) cost estimating software.
- Knowledge of cost management, estimating, change control, and value engineering methodologies.
- Familiarity with Primavera P6 for project planning and scheduling is advantageous.
- Advanced Microsoft Excel and MS Office skills for reporting and financial analysis.
- Understanding of multi-project cost planning and resource management.
- Excellent analytical, organizational, and problem-solving abilities.
- Strong communication and stakeholder management skills.
- Ability to work effectively under pressure while meeting strict project deadlines.
- Experience with ERP systems, preferably SAP, is considered an advantage.
Qualifications & Experience
- Bachelor’s Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related engineering discipline.
- Minimum 8 years of overall professional experience.
- At least 5 years of relevant experience in cost control within construction, infrastructure, or engineering projects.
- Previous GCC experience (minimum 2 years) is highly desirable.
- Professional certifications in Cost Engineering or Project Management are considered an advantage.
