QHSE Officer

Job Summary

We are seeking an experienced QHSE Officer to support and coordinate Quality, Health, Safety, and Environmental activities across the organization. The role is responsible for implementing QHSE policies and management systems, monitoring compliance, identifying operational risks, supporting audits and inspections, and promoting continuous improvement in workplace quality, health, safety, and environmental performance.

The successful candidate will work closely with management, employees, contractors, clients, and other stakeholders to ensure QHSE requirements are effectively integrated into daily operations and project activities. The position will also contribute to developing a strong safety culture and maintaining compliance with applicable legal, regulatory, contractual, and organizational requirements.

Key Responsibilities

  • Implement and maintain QHSE management systems, procedures, programs, and initiatives in accordance with applicable standards, regulations, and company requirements.
  • Support the development and implementation of QHSE objectives, targets, action plans, and performance indicators.
  • Conduct workplace inspections, safety observations, audits, and assessments to identify hazards, non-conformities, and opportunities for improvement.
  • Carry out or support risk assessments and job/task hazard analyses and recommend appropriate control measures.
  • Monitor workplace activities, equipment, processes, and site conditions to ensure compliance with approved QHSE requirements.
  • Provide guidance to employees, supervisors, and management regarding QHSE procedures, safe working practices, and regulatory requirements.
  • Deliver or coordinate QHSE inductions, toolbox talks, awareness sessions, training programs, and safety campaigns.
  • Investigate accidents, incidents, near misses, unsafe conditions, and other QHSE events to determine contributing factors and root causes.
  • Recommend and monitor corrective and preventive actions to prevent recurrence of incidents and non-conformities.
  • Track QHSE action items and follow up with responsible personnel to ensure timely closure.
  • Participate in internal and external QHSE audits, inspections, client assessments, and regulatory inspections.
  • Prepare audit findings, inspection reports, corrective-action records, and other QHSE documentation.
  • Maintain accurate QHSE records, registers, reports, statistics, and supporting documentation.
  • Monitor compliance with environmental requirements, including applicable waste-management, pollution-prevention, and environmental-control practices.
  • Support quality-control activities and assist in identifying opportunities to improve processes, service delivery, and operational performance.
  • Coordinate with project and operational teams to incorporate QHSE requirements into work plans, procedures, and daily activities.
  • Liaise with clients, contractors, consultants, regulatory bodies, and other stakeholders regarding QHSE matters when required.
  • Review QHSE performance trends and provide relevant information and recommendations to management.
  • Support emergency preparedness activities, drills, and response arrangements.
  • Promote employee participation in safety and environmental initiatives and encourage proactive reporting of hazards and near misses.
  • Assist with reviewing and updating QHSE policies, procedures, risk assessments, method statements, and related documentation.
  • Identify opportunities for continuous improvement and support the implementation of initiatives designed to enhance QHSE performance.
  • Ensure QHSE activities are aligned with company policies and Integrated Management System (IMS) requirements.

Additional Responsibilities

  • Support QHSE management in establishing and maintaining an effective workplace safety culture.
  • Assist in preparing periodic QHSE performance reports, dashboards, statistics, and management summaries.
  • Monitor the status of QHSE objectives, corrective actions, inspection findings, and audit observations.
  • Support contractor and subcontractor QHSE evaluations and compliance monitoring.
  • Participate in management meetings and provide QHSE-related recommendations where required.
  • Assist with reviewing contractor documentation, risk assessments, method statements, permits, and other QHSE submissions where applicable.
  • Maintain awareness of changes in applicable QHSE legislation, standards, and industry practices.
  • Assist during emergency situations and provide appropriate QHSE support in accordance with established emergency procedures.
  • Perform other QHSE-related responsibilities assigned by management.

Job Knowledge & Skills

Required Knowledge

  • Strong understanding of Quality, Health, Safety and Environmental (QHSE) management systems.
  • Knowledge of workplace health and safety principles, hazard identification, and risk-control methods.
  • Understanding of incident investigation, root-cause analysis, and corrective/preventive action processes.
  • Knowledge of internal audits, inspections, compliance monitoring, and QHSE performance evaluation.
  • Familiarity with relevant ISO management system principles and standards.
  • Understanding of environmental-management practices and workplace environmental controls.
  • Knowledge of QHSE documentation, reporting, recordkeeping, and compliance requirements.
  • Good understanding of contractor and subcontractor QHSE management.
  • Familiarity with risk assessments, method statements, toolbox talks, safety inspections, and emergency preparedness.
  • Good computer skills, particularly Microsoft Office applications.
  • Familiarity with ERP systems; SAP experience is preferred.

Job Experience

  • Minimum 5 years of professional work experience.
  • At least 3 years of relevant experience in QHSE, HSE, quality, safety, or environmental management.
  • Experience in construction, engineering, industrial, facilities management, manufacturing, oil & gas support, logistics, or other operational environments is preferred.
  • Practical experience conducting inspections, risk assessments, audits, incident investigations, and QHSE training is highly desirable.
  • Experience working with integrated management systems and ISO-based processes is an advantage.
  • GCC experience is preferred, with a minimum of 2 years considered an advantage.
  • Experience with SAP or other ERP systems is an advantage.

Preferred Candidate Profile

The ideal candidate will be a proactive and detail-oriented QHSE professional with practical experience in workplace safety, quality management, environmental compliance, risk assessment, audits, and incident investigation.

The candidate should be comfortable working with employees, supervisors, management, contractors, clients, and regulatory stakeholders and should demonstrate the ability to identify risks, recommend practical solutions, and support continuous improvement across operational and project environments.

Relevant professional QHSE/HSE certifications will be considered an advantage.
