Job Overview

Parsons is seeking an experienced Senior Planning Engineer to support the planning, scheduling, project controls, and performance management of major engineering and infrastructure projects in Qatar.

The Senior Planning Engineer will be responsible for developing, implementing, monitoring, and maintaining project schedules and controls throughout the project lifecycle, from design and construction through project close-out. The role requires strong expertise in Primavera P6, project planning, cost control, cash flow management, Earned Value Management (EVM), and schedule analysis.

The successful candidate will work closely with contractors, consultants, project management teams, and key stakeholders to monitor progress, assess schedule performance, identify risks, and recommend corrective actions to ensure projects are delivered within approved scope, budget, and timelines.

Key Responsibilities

  • Develop, implement, monitor, and maintain detailed project schedules and project controls systems for major engineering and infrastructure projects.
  • Provide comprehensive project planning, scheduling, budgeting, cost phasing, and cost control support from project initiation through completion and close-out.
  • Prepare and maintain baseline and updated schedules using Primavera P6 and Primavera Web Scheduling.
  • Monitor project progress, analyze schedule performance, and compare actual progress against approved baseline plans.
  • Review contractor work program submissions, including schedules, narratives, progress updates, and supporting documentation, and provide detailed analysis and recommendations.
  • Verify actual project progress and evaluate performance against approved programs, milestones, and planned targets.
  • Monitor and update project cost plans, cash flow forecasts, and cost phasing, and consolidate results into monthly project reports.
  • Implement and maintain an Earned Value Management (EVM) System to measure project performance and identify potential variances.
  • Analyze project schedules to identify delays, critical activities, risks, constraints, and potential impacts on project completion dates.
  • Perform Extension of Time (EOT) assessments and prepare professional assessment and recommendation reports.
  • Ensure the consistent use of standardized Ashghal forms and reports available through Primavera Contract Management (Expedition).
  • Support project teams with schedule recovery plans, mitigation strategies, and corrective actions when required.
  • Analyze engineering and project planning challenges, evaluate alternatives, and recommend practical solutions aligned with project objectives.
  • Prepare detailed project controls reports, dashboards, presentations, and schedule analysis for senior management and project stakeholders.
  • Coordinate planning and project controls activities across multiple concurrent projects while supporting overall program objectives.

Required Qualifications and Skills

  • Bachelor’s Degree in Engineering or a relevant engineering discipline.
  • 14+ years of professional experience in large-scale infrastructure projects, including roads, sewerage, surface water, potable water, or related civil infrastructure works.
  • Previous experience in a similar Senior Planning Engineer / Project Controls role with an engineering consultancy, supervision consultant, or project management consultancy.
  • Experience completing at least one project of comparable size, complexity, and scope in a similar planning role.
  • Professional certification or demonstrated expertise in project planning, scheduling, cost engineering, and Primavera applications.
  • Advanced knowledge of Primavera P6 and Primavera Contract Management / Expedition.
  • Experience with Primavera Web Scheduling for monitoring and reviewing baseline and updated project schedules and costs.
  • Strong understanding of project planning, scheduling, budgeting, cost control, cost phasing, and cash flow management.
  • Working knowledge of Earned Value Management (EVM) and project performance measurement.
  • Experience in Extension of Time (EOT) assessment and delay analysis.
  • Basic engineering knowledge in civil, electrical, mechanical, or related engineering disciplines.
  • Proficiency in Microsoft Office applications and Power BI.
  • MMUP certification is mandatory.
  • Strong analytical, problem-solving, communication, reporting, and stakeholder management skills.

  • Ability to work effectively with contractors, consultants, engineers, project managers, and other stakeholders in a fast-paced infrastructure environment.
